Hello everyone,
I am very interested in employment with LADWP for the SPA position. Currently, I am on the waiting list through the hiring hall @ Local 18 IBEW for the exempt class of Utility Pre Craft Trainee, Book 1, #97. If you guys/gals don't know about this exempt 18-month training position, let me enlighten you about it. Basically, LADWP is going through an aging workforce, transition as we all know and are going towards renewable energy; away from coal. There are talks that now and within 5 years the workforce is 40% at/near/eligible for retirement. This leaves a gap for a new generation of people (20 something's) or people looking for a career change to earn a spot with the municipal. Basically, it serves as an 18 month "pre-apprenticeship" to give people like myself utility/construction and maintenance experience with LADWP and other utilities, as an exempt "full-time" city/ladwp employee. Through research and references of pass entry level ladwp exams/positions this is one of the requirements to file for exam; with 8 months of experience. Furthermore, through my research, I've noticed that this program serves as a pipeline to give one the ability to file for ALL entry level LADWP exams. (you can simply Google pass exam bulletins: electrical tester, electrical repairer, electric station operator (2012 or 2013) and you will see 8-months of UPCT experience as one of the requirements). Now as this relates to the last SPA exam in 2012, it was the first point under requirements. Furthermore, if any of you read the bulletin closely; under the civil service rules for filing it states 1) promo list 2) exempt (part-time) basis employees 3) open competitive, based on first come/served basis. This means that there are/were actually 3 list, the city uses/used and gives priority to people in the exempt class of Utility Pre Craft Trainee (UPCT), after the promo list has been exhausted. Am I right? I interpret it as promo list. I could be wrong though. Now the union hall dispatches twice a year, 25-30 UPCT's at a time. Being #97, and with people forgetting to resign quarterly, I figure its a matter of time in 2014, I will be dispatched for this program. This is actually perfect timing because, I plan to apply for the SPA exam 2015 (assuming they give it every 3 years as stated in a previous post (2012,2015,etc...) or once the city exhausts the list from the 2012 filing).
