They seem to be breaking down Ocotillo into different areas to determine which area will offer the greatest resistance from visitors. It allows them to focus on the simplest goal first, avoiding more contested areas. Considering how open it is now, any land use changes could only mean less access.
I would strongly suggest Selecting "Legacy" for all areas. Any new development or designations would most certainly increase restrictions of use.
I don't see this as a partisan issue, just local planners creating an abstract exercise to validate, and possibly increase, their roles.
